A graduate of the College of Management, School of Law, and a member of the Israel Bar Association since 2000. Additionally, holds a BA in Communications and History from the Hebrew University of Jerusalem.
Specializing in administrative law, civil litigation, labor law, and commercial law.
In the administrative field, Adv. Karner has extensive experience in filing and managing High Court of Justice petitions and various administrative petitions across a wide range of areas and against different authorities, including government ministries and various governmental bodies.
Among others, Adv. Karner represented the family of captured navigator Ron Arad, the family of the late pilot Yosef (Joe) Alon, bereaved families in their struggle against the security establishment, farmers in their struggle to receive a proper quota of foreign workers, foreign workers who sought to grant legal status to their children born in the country, heads of authorities in the Western Galilee in their struggle to receive proper medical services, and the secular forum in a petition dealing with religious coercion in the education system.
Furthermore, attorney Kerner was a partner in representing the Movement for Quality of Government in various and diverse matters, including drafting the petition regarding the Tal Law.
Adv. Kerner assists the firm's clients, companies, and private individuals, in the fields of civil litigation and commercial law, handling diverse and complex legal proceedings, including in the areas of contracts and corporate law. In addition, Adv. Kerner provides ongoing counsel in all relevant areas of commercial entities" operations, including drafting various contracts and comprehensive advice regarding employee engagement.
In the field of labor law, Adv. Kerner specializes in representing employers, including commercial companies and public bodies, such as the Mateh Asher Regional Council, as well as employees with a broad and diverse employment background, ranging from CEOs and senior employees, local authority employees and teachers, to foreign workers and Palestinian laborers.
In 2018, Adv. Kerner completed a mediation course at the Bar Association.
